can you win this as white?

Why don't you link the game instead so we can play with he analysis
The position is a draw. The c-pawn is too advanced and is in the way of the white king, which can not help its rook (by going to c6) to drive away the black king from the promo square. The alternative squares d6 and b6 are both checkable by the bishop.

As in raw king+pawn versus king endgames (and many other endgames) the pawn should not advance too fast. First free the way for the pawn.

If in your example, you exchange the position of the wk and wp it is a win.
On Chessboard is a draw. What is there to analyze?
i could hardly believe it myself.. a 3.8+ evaluation. and still no forced win in sight
@Erza_Scarlet
How are you 2500 in bullet with a +55 =0 -0 unbeaten record if you have to ask something that any 1600+ player could answer in no-time?

"even stockfish cannot find the win"
Really? LOL
This is just a very well known book draw the bishop just keeps moving around. How are you 2500 even with a +55 score and 0 losses if you don't know simple endgames?
