Because it looks like checkmate if the king tries to run.
It's not mate, I successfully set up a defense when running the king. However, I guess it's possible that mate was soon to come.

Maybe black just didn't see that he would lose his queen or
he might have thought if white takes the bait he can successfully queen his a pawn but in fact white can stop the pawn from queening.

no there is a forced mating sequence after Rxe6+, Kf4
I thought mandeep meant blacks move Qb7 that hangs the queen so I was referring to Queen on f7 there was no mate.

Why not check with engine? It is easy to copy entire game. (Engine check tells that it is mate if the king runs)
