Policy about cheaters

So, I'm playing against this guy kras_46, an I'm quite surprised about how fast and accurate his game is, and how easily he beats the shit out of me for such a low score as he has.
Then, I go to the analysis board, and he got 4% loss in bought games, and I suddenly realize this "this player uses a chess motor" sign. And I wonder why we let him still playing when we are already aware that he's cheating, why the sign is so well hidden, and who's gonna give me back the points I lost to him so unfairly. I really don't understand this, he should be banned!

That's because he was caught right after your game ended. If he was banned already, you wouldn't have lost any points. Moreover, all the rematches would have been automatically turned into casual games.
You also don't lose points if he gets caught in the middle of the game.
The policy about cheaters is correct, but the time that is taken to catch them can vary case by case.
