That is weird. My guess is that at the end, when black takes the pawn, they needed a good ending. Or when the bishop moves away for no reason. Or maybe it was that when the the queen threatened the bishop, the pawn could take h5 and protect the rook.
This puzzle is a complete mess. Analyze it with the computer: you see that Rxd6 is a blunder by black, turning a +7 eval into a mate in 8. And yes, h5 instead of Rxf8 is a blunder by white. Rxf8 is mate in 2, h5 is just a material advantage.
