Is letting the clock run down in a losing position considered bad behaviour?

I want to report a player who *technically* did nothing run, but is in a losing position and just did not make any further moves with 45 minutes on the clock.

Am I allowed to report sore losers like him?

Yes, its bad behaviour but probably this will not get a player kicked.
I don't want to start bitching about that, but THIS behaviour really should result in a ban.
There is only one forced move possible and mate following soon.

Childish behaviour like this really makes me hesitate joining long games (45min+).

Why? Open a new tab and start a new game. Ban is too harsh, but some restriction would do it (3 min between games for some time for instance).
Seems dangerously Orwellian to assume we know what was going on inside your opponent's head.
look at the game. he kept thinking over 30 minutes over a forced checkmate. not too orwellian...
I think it is a bad behavior. They should resign if they think they don't have any more chances. If it is only a few seconds (like, less than a minute), I think it is ok.
